VDEM Announces Open Application Period for FY 2024 Flood Mitigation Assistance (FMA) Swift Current Round 2

FEMA has announced the release of the Notice of Funding Opportunity (NOFO) for the FY 2024 Flood Mitigation Assistance (FMA) Swift Current Round 2 grant funding opportunity.

The purpose of FMA Swift Current is to reduce or eliminate the flood risk of repetitive flood damage to structures/properties insured by the National Flood Insurance Program (NFIP) following a flood-related disaster event, and to enhance community flood resilience within NFIP-participating communities. Swift Current funding is only available to property owners who have a current flood insurance policy through the NFIP and whose property has been designated as repetitive or severe repetitive loss or substantial damage caused by flooding.
As a result of the Virginia Severe Winter Storms and Flooding, DR-4863, and based on the applicant eligibility criteria in the FY 2024 Swift Current Notice of Funding Opportunity, FEMA has determined that Virginia is eligible for $10M.
Allowable Project Types
Project Scoping – activities include defining the technical approach, identifying eligible costs, and establishing the anticipated flood risk reduction outcomes for potential flood mitigation projects. These activities support the development of projects such as elevation or acquisition of NFIP insured structures that are focused on reducing or eliminating future flood claims under the NFIP.
Individual Flood Mitigation – activities that target specific NFIP-insured structures with a history of repetitive or severe repetitive flood damage, providing funding for a variety of property-level mitigation measures. Common project types include structure acquisition and demolition as well as structure elevation to raise buildings above the base flood elevation. Communities can also pursue dry floodproofing for historic structures, mitigation reconstruction to rebuild existing structures to current flood-resistant standards, and other structural retrofits designed to reduce a property's vulnerability to flood damage.
Application Submission
All project applications, and supporting documentation, must be submitted through VDEM EM Grants. If you do not have a VDEM EM Grants account, please register for an account here and indicate the reason as FMA Swift Current application, and the program category as Hazard Mitigation Assistance. VDEM staff will review and approve your account request, at which point you can begin the pre-application and application process.
Please do not attempt to submit your application in FEMA GO.
