VACo/VML Pooled OPEB Trust Announces New Board Members
Voting at the Fiscal Year 2027 Annual Meeting, VACo/VML Pooled OPEB Trust Participants elected five finance officers to its Board of Trustees, including two first-time members. Joining the Board of Trustees for the first time are Henry Eickelberg of Loudoun County and Wendy Hu, CPA, of the City of Virginia Beach. They join incumbent members Missie O’Neal of Fairfax County Public Schools; Andrew Owen of the City of Suffolk; and Jeffery Weiler of Fairfax County.
Established in 2008, the VACo/VML Pooled OPEB Trust invests assets on behalf of political subdivisions to fund retiree health insurance and other post-employment benefits (“OPEB”). Local governments that invest in the Pooled OPEB Trust have reduced the long-term cost of providing benefits by as much as 58 percent, the portion of the current market value of the Trust generated by investment returns. As of June 30, 2026, the Trust holds $2.47 billion in assets.

The Hon. Kim Rucker Joins VIP Board of Trustees; Babb, Kartel, and Longnaker Re-elected
Voting at the Annual Meeting of the VACo/VML Virginia Investment Pool (VIP), participants elected Kim Rucker, Arlington County, to its Board of Trustees and returned incumbent members Dinah Babb, City of Franklin; Howard A. Kartel, CPA, Town of Culpeper; and Rebecca Longnaker, CPA, Chesterfield County; with new three-year terms.
VIP manages assets of participants in three funds, the Stable NAV Liquidity Pool, Fixed Term Portfolios, and the 1-3 Year High Quality Bond Fund. Founded in 2013, the Trust holds $4.25 Billion in assets as of June 30, 2026. The Board of Trustees, comprised of officials who are elected by participating political subdivisions, establishes policies and oversees the VIP governmental trust.
