FY2026 Local Housing Policy Survey

Section 36-139.9 of the Code of Virginia requires localities with a population greater than 3,500 to annually submit to the Department of Housing and Community Development a report detailing any changes to local policies, ordinances, regulations, or processes affecting the development and construction of housing during the preceding fiscal year (July 1, 2025 – June 30, 2026). Accordingly, DHCD has created this survey tool to assist localities in the preparation and submission of this required report. The deadline for completing the survey is September 1, 2026.

The intent of this survey is to collect information that highlights the efforts localities are making to increase accessibility, affordability, and availability of housing within the Commonwealth. These efforts may include actions that affect the supply of available land for housing, the variety and availability of housing options, the cost of producing housing units, or the time it takes to go through the land use and permitting processes.

This year's survey has been updated to reflect new requirements added to state code during the 2026 General Assembly Session by Chapters 121 and 122 of the 2026 Acts of Assembly. The legislative changes now require localities to also report the following information: 

  • Adoption or implementation of any legislation enacted by the General Assembly during the preceding legislative session affecting residential land development or construction
  • Any studies, reports, or analyses conducted related to housing and/or infrastructure associated with housing 
  • The number of residential development applications submitted, approved, and denied (along with the number of residential units associated with these applications) during the preceding fiscal year, including rezoning and other residential land-development applications requiring legislative approval and by-right residential development applications submitted for administrative review

Submitted survey responses will be used to generate a locality’s report and will be made available to the public on the DHCD website. As you interact with your member localities and send out newsletters over the next few weeks, we would appreciate any assistance encouraging them to complete the survey.
