Aid to Localities: Requirement for Emergency Incident Reporting

Beginning July 1, 2026, localities must ensure that fire departments or companies operating in the locality submit incident reports to the National Emergency Response Information System to receive Aid to Localities (ATL) funds. Please review Section 4 of the policy for specific information.

The Virginia Department of Fire Programs (VDFP) will run a compliance check in December of 2026 to inform localities which departments are and are not reporting with no punitive action. In June of 2027, VDFP will begin running a compliance check each June and December that will impact department's ability to receive ATL funds.

Questions concerning NERIS or the revised Aid to Localities Grant that requires reporting as a condition to receive funds should be directed to PIO@vdfp.virginia.gov and will be answered by the appropriate staff member.
