Managers matter!

About the cover: As you will read in this issue of VTC, on at least one occasion a mayor has told his new manager: “Your job as town manager is to wear a dark suit, stand in the back of the room, and make sure the council and I look good.” This is perhaps not the worst advice ever given to a local government manager in Virgina, but it’s only a rudimentary sketch of the difference an effective manager can make to a community. Thankfully this issue of VTC is here to help to complete the picture.
