Virginia Municipal League welcomes Dennis as deputy director

On July 6, Jessica Dennis began as the deputy director of VML.

Dennis began her local government career in 2014 with the City of Norfolk, working in the City Manager’s Office as an analyst until 2021. She then transitioned to representing the city’s state and federal legislative interests as the intergovernmental relations officer until 2024.

Prior to joining VML, Dennis managed Norfolk’s Capital Improvement Plan implementation dashboard and coordinated fiscal impact and legislative analysis as a principal analyst for the City of Norfolk’s Department of Budget and Strategic Planning.

In her new role, Dennis will advise VML member localities on legal and policy matters, monitor legislative and regulatory developments, and help advance the interests of local government through advocacy and stakeholder engagement.

A native of Texas, Dennis holds a Bachelor of Science degree in Bioenvironmental Sciences from Texas A&M University and a Juris Doctor from Georgetown University Law Center.
