About the cover: The Commonwealth’s 2026 budget process played out over a $1 billion difference of opinion between the House and Senate. There are lots of descriptors that could be used to characterize how it all went down. Words like protracted, delayed, divisive, fraught, tense, and worrisome could all be used.
