Chief Administrative Officer
Job Description
This full-time, non-exempt position reports to the Executive Director.
SUMMARY
This position performs professional level services in a variety of financial operational functions and runs the day-to-day operations of the league as delegated by the Executive Director.
ESSENTIAL JOB FUNCTIONS
- Provides oversight and guidance to projects of high importance to include managing the strategic plan, conference preparation and working with the affiliate groups.
- Acts as an advisor to the chief executive and assists in maintaining a positive work environment.
- Manages and coordinates the organization's administration team.
- Works on identifying, retaining, and maintaining relationships with outside financial service providers should such services be needed
- Provide outstanding customer service to staff, members, vendors and others by promptly, courteously and accurately responding to verbal and written communications, serving as a point of contact, attending meetings and maintaining current knowledge of trends in the areas of finance and employee benefits.
- Develop and maintain effective internal control and system safeguards to include accounts receivable (billing and receipts for the dues, assessments and conferences) and accounts payable for VML and its affiliates.
- Reconcile monthly bank statements; monitor bank and LGIP balances to ensure adequate cash levels for VML and its affiliates.
- Accurately review general ledger postings to budget, identify and resolve issues; assist in the budgeting process as requested.
- Prepare schedules and work papers to provide ad hoc and year-end financial statements for auditors and staff, maintaining complete and accurate hardcopy and electronic files.
- Coordinate payroll process with Paychex by accurately and successfully transmitting data two days before end of each pay period; coordinate employee benefits enrollment and changes with benefit broker by providing information to employees, posting transactions and responding to vendor questions.
- Develops and implements procedures to monitor database system activity and identify discrepancies, errors and irregularities. Conducts regular audits of the database.
- Accepts other duties as assigned and completes such duties in a professional and effective manner.
ESSENTIAL QUALIFICATIONS
Experience/Education:
- Undergraduate degree in accounting, finance, information systems or business administration
- Progressively responsible experience in general ledger, accounts payable/receivable, payroll, and financial data management.
Knowledge/Skills/Abilities:
- Ability to lead a team and guide members with expert advice to enhance overall team efficiency.
- Hands on experience with financial software, including QuickBooks and preferred experience in Solomon Financials.
- Working knowledge of generally applied accounting principles and practices and banking
- Proficient in the use of personal computers including the Microsoft Suite of software applications and use of the Internet for business purposes. Specifically, proficiency with Microsoft Excel and experience with Microsoft Access and/or SQL Server
- Demonstrated abilities to gather and analyze data, reach sound conclusions and present findings; create and maintain hardcopy and electronic files including databases; communicate activities between software applications; work effectively with all levels of an organization; maintain confidentiality; meet deadlines and goals; and function both independently and as a member of a team
NONESSENTIAL/BENEFICIAL SKILLS AND EXPERIENCE:
- Experience in local government.
- Experience migrating between accounting systems
- Experience with automated accounting systems
- Experience in project management
- Comfortable working with databases and reporting software; database development experience is preferred.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Reaching and manual dexterity.
- Looking at a computer monitor.
- The ability to hear and carry conversation within ordinary speech range of hearing.
- Lifting and carrying up to 20 lbs.
- Occasional lifting, bending, stooping, kneeling, reaching, carrying and climbing.
- There will be out-of-town travel for various conferences and meetings which could require overnight stays.
90% of the job is performed sitting down, 10% is walking or standing. Overall 90% of the workday is on the computer or on the phone, and 10% is in meetings.
