About the cover: On those occasions that a municipality loses a zoning and land use lawsuit, the reason is almost always a failure to comply with the statutory provisions of Virginia Code Chapter 15.2. These lawsuits are expensive, but the good news, as delivered by former vice mayor for the City of Richmond in this month’s cover article, is that a relatively small amount of preparedness can forestall the need for a cure.
