About the cover: Redistricting – the drawing of political maps – is arguably the most important factor in determining the political make-up of our state and country.  A new bipartisan grassroots effort launched this year in Virginia is attempting to take the process out of the proverbial smoke-filled rooms where super-partisanship governs the redrawing of legislative districts.
