Stormwater Utility Asset Manager
The City of Manassas is accepting applications for our Stormwater Utility Asset Manager position! We are seeking an individual with strong leadership and project management skills to guide our various departments who participate in stormwater and MS4 compliance.
This position is responsible for providing direction to the City’s Stormwater Utility, overall coordination and guidance related to the City’s Stormwater Management program and Municipal Separate Storm Sewer System (MS4) permit compliance.
Essential Job Functions
Manages the implementation of the City’s Stormwater Utility Fee program, to include annual billing, the fee credit program, and appeals process. Employs continuous improvement techniques and best practices to improve the program in keeping with local, state, and federal requirements, as well as standard stormwater utility best practices.
Creates and implements the City’s Credit Policy by reviewing applications for eligible Stormwater Management Facilities (SWMF).
Collaborates with stormwater management staff and others across the organization to maintain and update the Master Account File and other appropriate systems to allow for billing, collection, and spending of funds in a systematic, equitable, and auditable manner, and assists in annual audits.
Oversees communication and media needs for internal and external Stormwater Utility stakeholders, and works with staff and/or consultants to expand public outreach and engagement.
Assists in the creation and implements the Stormwater Asset Management Plan; coordinates operations and maintenance work with internal and external partners, including the Department of Public Works.
Coordinates annual SWMF inspections; compiles work orders and delegates task completion. Ensures completion of maintenance items.

Minimum Required Qualifications
Bachelor’s degree in Public Administration, Environmental Science, Civil Engineering, or related field required; supplemented by two years’ experience, preferably in public works, stormwater utility administration, municipal code enforcement, or a combination thereof; or any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities for this position.
Certification as a Floodplain Administrator is a plus.
Must possess and maintain a valid Virginia driver’s license.
