Senior Civil Engineer – Public Utilities
Under limited supervision, assists with the management of the Capital Improvement Program for the Department of Public Utilities. Reports to the Assistant Director of Public Utilities. There are two (2) levels of Engineers distinguished by the level of work performed and qualifications of the individual.
Essential Job Functions
Oversees and serves as the project manager on major water utility projects to include the design and construction management of municipal projects; identifies, researches, and recommends project needs, plans, and scope of work; draft requests for proposals; assists in selecting contractors; oversees and monitors work performed by contractors to ensure the contract plans, scope, and specifications are being followed; oversees project inspections; interprets contracts and resolves conflicts, and negotiates contract changes as appropriate and ensures the safety, security, and regulatory compliance of all work assigned.
Performs project management on utility construction and relocation projects by monitoring cost accounting; tracking several different funding sources; and administers all neighborhood water and sewer projects for the department, including coordinating the activities of engineers and contractors retained by the city for capital project design and construction.
Provides technical assistance field operations staff, as well as engineers and contractors; answers questions of Utilities Department employees as non-routine situations arise; investigates citizen inquiries on water and sewer related issues and recommends solutions, prepares designs for bid; meets with citizen groups and businesses affected by city projects to provide information regarding the project and basis for project related decisions; responds to inquiries from both internal and external customers; reviews subdivision plans to ensure accuracy and conformance with City Code and department requirements.
