Right of Way & Permits Manager
The purpose of this job within the organization is to review, process, approve, inspect and enforce right-of-way permits. This job works independently, under limited supervision, reporting major activities through periodic meetings.
Develops and implements permit policy; manages, monitors, reports and issues violation notices for carts and debris on the City right-of-ways.
Inspects and enforces traffic control set up and removes un-authorized signs on City right-of-ways.
Assists the Property Maintenance Division with trash and debris located on private property.
Creates and maintains weekly revenue reports for permits, carts and bulk waste.
Documents, tracks and maintains files through digital records management system.
Create and present reports to management and City Council.
Oversees and directs work assignment of other employees.
Attends new construction and pre-construction meetings for City projects and events.
Monitors city right-of-ways for abandoned or unsafe utility assets.
Performs related work as assigned.
Requires High School graduation or GED equivalent.
Requires two to three years of field experience as an inspector, maintenance supervisor, or code inspector prior to being a Right of Way and Permit Inspector.
Knowledge of paving, grading drainage and erosion and sediment control is helpful.
Valid Virginia Driver’s License.
Must obtain Property Maintenance Inspector certification within eighteen (18) months of employment.
