Radio Communications Manager
The City of Winchester and the Department of Emergency Management invites you to come join our team! The City has an outstanding strategic plan that includes goals and objectives, a clear vision, and a culture of collaboration. We are recruiting for a Radio Communications Manager. This position is responsible for the overall management of the City of Winchester, Virginia Motorola Astro P25 IP-Simulcast 800 MHz Digital Trunked and VHF Simulcast Conventional Radio Systems. This radio system provides state of the art capabilities creating interoperability with multiple users in the city as well as enabling interoperability with other jurisdictions including various regional, state, and federal agencies. Additionally, this position provides critical Emergency Management support for preparedness, education, public events, and exercise proficiency.
Example of Duties
Oversees the day-to-day management and maintenance of the City’s integrated radio communications infrastructure and systems;
Develops and implements City-wide radio communications procedures, contingency plans, and operations;
Serves as the lead for the City Radio Communications committee, schedules and conducts meetings as required;
Recommends and assists in the implementation of goals and objectives for the radio communications services function;
Submits recommendations and justification for budget expenditures for new radio communications equipment citywide; anticipates future expenditures based on the City’s radio communications network needs;
Manages, installs, and programs fixed, mobile, and portable radio communication subscriber units as appropriate;
Manages the administration of city-wide radio communications system contracts and maintenance agreements;
Prepares and oversees intergovernmental agreements dealing with radio usage and sharing of frequencies. Ensures all City FCC licenses are current and in compliance with FCC regulations;
Prepare, in a coordinated effort, with the Emergency Management Coordinator a multi-year exercise plan meeting the criteria established by the Homeland Security Exercise and Evaluation Program (HSEEP);
Serves the role of communications manager during emergency operations center activation.
