Manager of Public Utilities Field Operations
Under limited supervision, this position performs complex professional and administrative work in the coordination and management of capital construction projects. Provides assistance to the director by preparing project reports and recommendations, and preparing cost estimates for proposed projects. Reports to the Director of Public Utilities.
ESSENTIAL JOB FUNCTIONS
Manages capital construction projects and coordinates the activities of engineers and contractors retained by the city for design and construction of capital projects; meets with vendors, attorneys, and civic leagues on a variety of issues related to water and sewage.
Provides technical assistance to water plant and field staff, as well as engineers and contractors; answers inquiries and advises customers on water and sewer related issues; designs small capital projects, and supervises Geographic Information Systems (GIS) Mapping Technician and overall systems.
Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.
Maintains engineering records and plans; reviews project plans, and prepares and maintains detailed records, to include computerized water model, construction project specification and a variety of documents; negotiates fees and contracts with engineers and contractors, and prepares construction estimates.
Performs other duties as assigned.
