IT Finance and HR Manger 25933
This position reports to the Chief Information Officer and will serve on the Executive Management Team (EMT) as a senior advisor on matters of policy and processes related to financial management and human resources. The IT Finance and HR Manager will lead the IT Business Center and City Mail Services; participate in and take an interactive role in the department’s short and long range strategic planning, goals, and objectives; facilitate resolution of difficult budget issues and development of operating and capital budgets for a department with a wide range of services; and generate complex revenue projections for enterprise funds and long term strategic planning. Areas of responsibilities include departmental human resources, payroll, budget (development, monitoring, and analysis), purchasing, financial reporting, policy interpretation, accounts payable, accounts receivable, and billing.
Specific duties include:
Coordinate preparation and management of the department’s operating and capital budgets.
Prepare operating and analytical financial reports providing necessary information and recommendations with rationale
Provide administrative interpretation of the City Code and City policies and procedures to ensure employees are treated fairly and equitably
Monitor hiring practices to ensure that proposed requests are in compliance with approved operating budgets
Perform audit of all ledgers to ensure accuracy
