FOIA Specialist (Management Analyst II)

The hiring salary will be between $36,000 and $48,459.84 annually. This is currently a part-time regular, exempt, position anticipated to work 24 hours per week and is eligible for pro-rated health insurance benefits. This position may be eligible to be converted to a Regular Full-Time 40-hour position, depending on funding. Starting offer is based on applicable education, experience, and internal equity. The primary responsibilities of this position will be to monitor and oversee compliance by the City’s public officers and officials with the Virginia Freedom of Information Act (FOIA). This position is responsible for developing City-wide policy guidance on all aspects of FOIA administration, including advisory interpretations and training for the City’s public officials and employees. This position will manage the City’s obligations under FOIA, including processing initial requests for records of City Council, the Office of the City Manager, and the Police Department, and will be responsible for performing the general statutory duties required of a FOIA officer designated pursuant to Va. Code §2.2-3704.2. Position will report to the City Attorney.
– Any combination of education, experience, and training equivalent a Bachelor’s degree in business administration, public administration, or field related to the assigned functional area.
– At least three (3) years of professional work experience in an office setting in a related functional area.
– Degree or certificate from an ABA accredited paralegal education program, OR a Juris doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA);
– Prior experience with records management, FOIA requests, subpoenas duces tecum, or time sensitive document processes preferred.
