Finance Director

Job Description:

The Town of Rocky Mount is currently seeking professionals with experience in local government accounting, finance, and operations for the position of Finance Director/Treasurer. As county seat of Franklin County, the Town of Rocky Mount enjoys a rich musical and industrial heritage with affordable housing choices, low crime rates, and small-town charm with easy access to urban conveniences. It is home to approximately 5,000 residents and consists of approximately 6.5 square miles. The government of the Town of Rocky Mount adheres to the Council-Manager form of government, with a seven-member Council being the legislative policy making body.

The Finance Director will oversee the FY 2022-2023 adopted budget of $7.5M General Fund, $2.5M Utility Fund, and $3.7M Capital Fund. The Finance Director is responsible for the overall financial health of the Town and safeguards the continuing alignment of the Town’s goals with objectives and sufficient fiscal resources. The Finance Director manages the daily operations of the Finance Department, maintains accounting records and functions, coordinates budget development and implementation, provides accounting, utility billing, and payroll services, and monitors/supports grant administration and reporting with the Finance Department staff.

The ideal candidate must be a strategic thinker, an effective communicator, and a leader who enjoys managing, mentoring, and the challenges and rewards of working in the public sector. Applicants require excellent written and verbal communication skills to effectively convey information to staff, elected officials, and citizens. Experience with Munis ERP software highly desired. The successful candidate should hold a bachelor’s degree from an accredited college or university in Accounting, Finance, Public Administration, or related field, with at least 10 years of progressively responsible accounting and fiscal administration experience. CPA designation is preferred. Salary conditional upon qualifications.
