Job Description:
General Statement of Job
Under general supervision, this position initiates, develops, administers and formulates special floodplain management programs, to include, updating flood maps, plans and policies, and other activities related to the National Flood Insurance Program (NFIP). Reports to the Director of Planning.
Essential Job Functions
Administers city-wide floodplain management programs to include maintaining floodplain management files, disaster response and recovery records, flood maps and Community Rating Systems (CRS) program files; reviews site development plans, building permits for compliance with floodplain management regulations, and landscaping requirements of city code.
Provides on-site inspections of development sites prior to the issuance of the required occupancy for compliance with approved landscape plans certificate; explains the requirements of the National Flood Insurance Programs and the community’s program to citizens, groups, elected and or appointed community leaders, decisions makers, Developers, Architects, Engineers, Land Surveyors and Planners; reviews and oversees any
Performs a variety of complex research, analysis and updates on the resilience and flood risk reduction and the Flood Insurance Rate Maps (FIRMs); solicits information from local communities and outside agencies to establish priorities, identify problems and develop recommendations; provides information to the general public; keeps abreast of current and future issues and trends in flood risk reduction that may impact the city’s projects, policies and processes; provides technical guidance on various flood mitigation and resilience methods for citizens of the community.
Works with Planning, Engineering and Public Works staff on activities for reducing flood damages and improving community resilience; functions as the city’s representative for floodplain management studies; plans and maps activities initiated by Federal and State agencies, Regional Planning Commissions, adjacent communities and others.
Performs other duties as assigned.
Requires a Bachelor’s Degree in Environmental Planning/Studies, Floodplain Management, Planning, Emergency Management, Civil Engineering, Hydrology/Hydraulics, a related field, and 5 – 6 years of progressively responsible experience in managing and implementing floodplain programs and policies, site development plans review, land use planning, resilience and hazard mitigation, a related field.
