DESCRIPTION:
Responsible for environmental planning and related community development matters. Manages the Plan of Development program and Environmental Engineering section of Community Development. Performs difficult and advanced engineering work. Performs technical reviews and approvals; maintains and manages pertinent information on environmental regulations and compliance. Provides professional assistance with inquiries and concerns; serves as subject matter expert on environmental issues providing policy interpretation, technical assistance and initiates policy and guidance recommendations. Does related work as required and performs other duties as assigned.
ESSENTIAL FUNCTIONS:
Manages the Environmental efforts of the County and environmental engineering staff. Manages the Floodplain program, Stormwater Management, Biosolids, and ensures conformance with approved erosion and sediment control plans and plans of development. Provides technical guidance and leadership for inspection and enforcement activities of the department. Administers the Plan of Development (site plans) process; communicates with applicants on site plan status and strategies for resolution of outstanding issues; and ensures timely processing of applications and coordinates comments of reviewing agencies. Represents the Community Development department in matters relating to floodplain, stormwater, erosion and sediment control, and other environmental matters. Serves as Floodplain Administrator. Maintains project records, sureties, and reports. Coordinates with contractors, design engineers, and developers. Develops budget projections for approval and manages budget. Participates in public meetings and responds to citizen concerns. Performs related work as assigned.
