Chesterfield County Government is seeking an Engineering Supervisor to serve as supervisor for the department’s plans review section, directly supervising a team of nine engineering staff. Ensure that applicable federal, state and local laws, ordinances, regulations and policies are uniformly and properly applied to those circumstances over which the department has regulatory authority, ensuring the proper conformance through the management of the plans review process and zoning cases. Communicate with public and private stakeholders verbally and in writing regarding development plans and issues; to negotiate reasonable and cost-effective alternatives to resolve issues and reach mutual consensus among stakeholders. Interacts in depth with internal department staff, other Chesterfield community development departments and with state agencies in such areas as zoning, preliminary plan review, construction review, recordation and permitting. Work with department leadership to formulate department policies and procedures based on changes in law, ordinance or regulation. Perform other work as required. Bachelor’s degree in engineering or a closely related field; seven years of increasingly responsible experience in engineering environmental design and/or regulatory design review including two years of supervisory experience; licensure as a Professional Engineer in the Commonwealth of Virginia; and within twelve months of selection, acquiring the Stormwater Combined Administrator certification and the Erosion Control Program Administrator certification from the Virginia Department of Environmental Quality; or an equivalent combination of training and experience. Extensive knowledge of practical and continuous application of federal, state, and local environmental laws, ordinances, regulations and policies, especially as relating to stormwater and land management as well as demonstrated knowledge of stormwater and erosion control engineering and construction practices, principles and management.
