Engineer I, Construction

Job Description:

Under close supervision of the Chief, Construction Engineer, performs and monitors civil, electrical, and mechanical engineering activities relating to the construction of public water supply facilities. Administers construction contracts and performs other related activities as required.

EXAMPLE OF DUTIES
Performs and monitors civil, electrical, and mechanical engineering activities relating to the construction of public water supply facilities by:
Assisting with the planning, direction and coordination of contractors, agents directing contractors, and large groups of engineering technicians involved in the supervision, inspection and construction of public water supply facilities.
Observing the job progress of Capital Improvement Projects to assure projects conform with approved plans, specifications and related contract documents.
Reviewing plans and specifications for constructability, including connections to the existing system and sequencing of construction to minimize inconveniences to both the Authority and the public.
Estimating construction times and costs.
Reviewing, evaluating and expediting the resolution of claims and problem areas reported from site representatives and personal observations.
Assisting with the implementation of construction related safety standards. Representing the Authority at project meetings.
Securing all final permit releases including VDOT, County, VDH, etc.
Coordinating planned outages with other Utilities.
Assisting with final inspections of facilities.
Performs other duties as assigned or required.

QUALIFICATIONS
Graduation from a four- year college or university with a Bachelor’s Degree in Civil or Environmental Engineering, or any equivalent combination of education, experience and knowledge.
E.I.T. Certification or ability to obtain certification within one year.
Knowledge of the principles and practices of civil, electrical and mechanical engineering relating to the construction of public water supply facilities.
Knowledge of contract administration, cost estimating, and construction scheduling tools
Knowledge of the methods and procedures used in the inspection and testing of construction materials and quality of work.
Knowledge of safety regulations and accident prevention practices.
Ability to interpret plans, specifications, contract documents and to prepare reports.
Ability to establish and maintain effective working relationships with co-workers, public officials, contractors and
