Debt Analyst/Accountant IV
This position has the responsibility of monitoring the on-going accounting, financial and disclosure activity related to outstanding bonds of the entire City in collaboration with the City Debt Manager. Additionally, responsibilities include assisting the Debt Manager with debt issuances, refundings, rating agency surveillance, and other matters related to maintaining the City’s AAA ratings.
Reviews debt related transactions, reporting and disclosures, and related support prior to execution/public disclosure.
The City-wide Debt Fund responsibilities include the maintenance of Funds used to convert governmental statements to government-wide statements.
This position requires mastery of complex debt accounting and reporting principles, comprehension and knowledge of each City debt instrument, and other debt compliance requirements to include those of the SEC and IRS.
The person works independently and must be able to bring errors, issues or potential issues to the attention of colleagues throughout the City – City Debt Manager, Fiscal Administrators and others. These matters may be resolved independently, but with notice of significant or far-reaching items, and progress or obstacles in consultation with the City Debt Manager and/or Controller.
The position is heavily involved in City Comprehensive Annual Financial Report preparation and review of Fund financial statements, particularly those with debt.
This position serves as a resource to Fiscal Administrators and others regarding debt and other matters ranging from routine to complex department specific issues.
Additionally the position serves as City Finance Liaison to other departments and Funds.
Researches and analyzes financial and accounting records to determine the sequence of operations and account resolutions.
Implements new accounting standards and other regulatory requirements as assigned and prepares and analyzes reports for management.
Coordinates and reviews information involving debt-related and other external reporting requirements.
Prepares, audits and maintains various financial reports and statements including year end reports.
Interacts with staff, different departments, and/or external agencies to ensure accuracy of accounts, response to inquiries and providing accounting support.
Provides information and assistance to internal and external auditors.
Performs related tasks as necessary such as developing new accounting policies and procedures.
