Legal advice regarding such matters as employment, contracts, purchasing, compliance, taxation, voting, parliamentary procedure, including budgets, finance, contracts, insurance, audits, federal, state and local compliance, drafting of proposed legislation and ordinances; zoning, subdivision, land use, building and construction, voting, taxation, bonds, parliamentary procedure and bylaws, FOIA, hire and manage outside counsel, handling various county litigation, and the like.
Attend board meetings and act as counsel and parliamentarian.
Litigate County matters as required in all courts.
Recommends for adoption by the Board of Supervisors and/or Board of Directors such measures as County Attorney may deem necessary or expedient.
Prepares and submits to Board of Supervisors and/or Board of Directors such reports as may be required by that body or as the County attorney may deem it advisable to submit.
Knowledge, Skill and Abilities
Considerable knowledge of Virginia Law, local government law, Virginia state statutes relating to municipal affairs; considerable knowledge of laws relating to the purchase of goods and services, contracting, labor, employment, land use, environment and traffic; working knowledge of modern policies and practices of municipal law and public administration;
Skill in preparing briefs and other legal documents; skill in operating the listed tools and equipment;
Ability to prepare and analyze comprehensive legal documents; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, County officials, the court system, and the general public; ability to efficiently and effectively administer a municipal legal department;
Ability to effectively litigate cases in court and before various administrative boards.
Education and Experience:
Graduation from an accredited law school with a Juris Doctorate in law; and ten (10) years of experience as a practicing attorney, and at least five years as counsel to Virginia local government, preferably as the chief or deputy legal officer to the locality.
Active, valid license to practice law in Virginia and a member in good standing of the Virginia State Bar and valid Virginia State driver’s license.
