Budget Manager

Job Description:

Position Description
This position provides an opportunity to join a vibrant team of local government professionals in a community with an excellent quality of life. Powhatan County is the Richmond region’s best kept secret for work-life balance while being a short drive from the capital city’s amenities. Powhatan County was named one of Richmond’s Top Workplaces for 2020.

The Budget Manager will provide a more focused year-round attention on the budget process and its alignment with the Board of Supervisors’ Strategic and financial plan. The Budget Manager reports directly to the Director of Finance and works closely with the County Administrator. The Budget Manager is responsible for the County’s annual budget and ten-year CIP, long-range financial forecasts and planning, strategic plan, and organizational performance measurement efforts. The Budget Manager is also charged with advocating for the advancement of the County’s commitment to conservative financial stewardship, the integrity and well-being of the County’s budget, and the alignment of resources with intentional county-wide strategic planning efforts. In addition, the Budget Manager will be very active in the onboarding of the County’s new ERP system, providing the candidate with an extensive inside knowledge of Powhatan’s financial operations.

Knowledge, Skills & Abilities
The ideal candidate will possess considerable desire to lead the County’s budgetary process. The County has developed a ten-year financial forecast model that combines ten-year operating budget projections with a fully vetted ten-year capital improvement budget, resulting in projections for fund balance, tax rates, and debt burden. The successful candidate will have a bachelor’s degree in finance/accounting/public administration or a related field. Master’s degree is preferred. Also, the ideal candidate will significant expertise in the Microsoft suite of applications, with exceptional expertise in Excel and PowerPoint.
