The City of Newport News is recruiting for an Assistant Buyer. This position is responsible for performing informal procurement activities, placing purchase orders and processing requisitions for products and services from established vendors and providers; contacts vendors to determine product availability, cost and quality and responds to vendor inquiries; finalizes purchase documentation. Assists professional buying staff with formal bids to ensure requirements are met, insurance and bonding is in place, and that processes are properly controlled and filed.
Assists City staff and vendors with all but the most complex questions and problems relating to procurement processes; responds to inquiries from the general public and vendors by providing standard information and assistance. Responsible for research and analysis of products and services, product substitutions, price and quality differences, and shipping options; obtains warranties and quotes; may serve as a liaison between the department and provider. Assists departments in monitoring on-going, re-supply or service contracts.
Posts and records purchasing transactions; retrieves, distributes, and files purchase order documents. Receives requests for tax exempt forms and bidder applications; distributes and maintains log of all transactions. Responsible for performing administrative support work including assisting with surplus equipment and supply sales, annual vendor show, and emergency preparedness training. Handles cash transactions and makes deposits with the Treasurer’s Office.
Serves as backup to the mailroom staff processing and delivering mail internally inside City Hall and/or externally throughout the City. Anticipated hiring range: $32,393.00 – $39,527.00
