JOB SUMMARY

The Town of Christiansburg seeks a financial leader to serve as the Deputy Director of Finance, responsible for assisting and supporting the Director of Finance/Treasurer in managing the operations and activities of the Finance department.  This full-time position plans, organizes, and manages the work of staff, including payroll, tax, and utility billing; assists in the preparation and maintenance of the Town’s financial records and reports; prepares financial statements and reports; and performs complex and difficult financial and accounting analyses.   Responsibilities also include posting a variety of financial transactions in accordance with GAAP and GASB guidelines for governmental accounting. 

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
  • Bookkeeping functions include general ledger work in which a large number of funds must be kept segregated and control accounts reconciled with summary statements, including periodic reports and subsidiary accounts.
  • Monitors work assignments and staff allocations; monitors status of work in progress, and inspects completed work; gives advice and direction regarding routine and complex issues; trains staff
  • Ensures integrity and accuracy of all accounting/financial controls and activities of the Town; interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations
  • Assists in developing and implementing financial policies and procedures; reviews efficiency and effectiveness of financial operations, methods, processes, and procedures; implements needed improvements
  • Assists in preparing all necessary reports to  meet legal requirements and assists in making financial decisions; compiles and/or tracks various administrative and/or statistical data pertaining to departmental operations; prepares, reviews, and/or analyzes financial documents such as budgets, investment reports, income statements, balance sheets, financial statements, general ledgers, bank statements, etc.; makes applicable calculations; prepares or generates reports; maintains related records
  • Assists in preparing, publishing, and distributing the annual budget; develops and monitors revenues and expenditures; monitors and maintains debt service requirements; prepares the preliminary budget with proposed alternative; participates in long and short range financial planning, including forecasting all revenues, capital requirements and cash flow management for all funds; provides final review and correction to written reports and documents included in annual budget
  • Monitors budgetary performance; oversees budget reviews; reviews financial statements; identifies problems and opportunities; formulates and recommends strategies to remedy budget deficiencies; reviews budget status with departments; assists in preparing ordinances and resolutions as needed; assists in developing performance indicators to be used in integrating performance/financial evaluation
  • Assists in monitoring the general ledger for the Town; reviews general ledger transaction detail; verifies and ensures the accurate recording of all Town financial activities; reviews expenditures and revenue budgets; monitors and ensures bank and cash reconciliations, etc.
  • Manages department financial resources; monitors expenditures to ensure compliance with approved budget; reviews and approves all financial documentation.
  • Communicates with supervisor, Town administration, Town employees, department heads, vendors, financial institutions, consultants, attorneys, outside agencies, the public, the media, and other individuals as needed to discuss financial activities, review status of work, exchange information, resolve problems, or coordinate work activities.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

JOB REQUIREMENTS

EDUCATION

  • Bachelor’s degree in accounting, supplemented by five (5) year(s) of progressively responsible management experience in finance, accounting, or any equivalent combination of education, training, and experience.
  • Proficiency in Microsoft Excel
  • Knowledge of Tyler Munis systems a plus

LICENSES AND CERTIFICATIONS

Must possess and maintain certification as a Certified Public Accountant

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge and understanding of finance and accounting principles
  • Considerable knowledge of GAAP and GASB guidelines for governmental accounting
  • Working knowledge of computer applications and accounting software
  • Well-developed interpersonal skills with the ability to maintain professional and courteous relationships with the public, elected and appointed officials, Town management and staff, citizens, and community organizations
  • Proven management skills with the ability to manage day to day operations
  • Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and various committees
  • Strong organizational and time management skills with demonstrated ability to multitask and meet deadlines
  • Ability to exercise sound and independent judgment within general policy guidelines

SALARY RANGE:  $87,360- $100,526
