Description
Under limited supervision of the Chief of Employee Experience, administers employee and retiree benefit plans. Coordinates complex benefit plans including health insurance, life insurance and retirement plans. Administers benefit contracts and research, regulatory requirements, and plan design. Provides retirement benefit estimates and counseling to employees. Develops communication of benefit programs to employees and retirees. Ensures the integrity of data and information when processing employee and retiree pay, status, transactions, and communication.
Examples of Duties
- Administers benefit plans for active and disabled employees, retirees, and survivor annuitants.
- Coordinates benefit contracts and works with consultants and HR staff to coordinate plan design and cost.
- Ensures legal compliance of benefit plans and recommends revisions as needed.
- Assists with implementing automation of benefit plan processes as directed.
- Works with staff to coordinate benefit transactions in SAP.
- Completes data entry, employee and retiree transactions and develops reports in SAP.
- Performs year end data review and clean up as instructed by Business Process Analysts.
- Provides individual employee retirement eligibility counseling and reviews pension calculations.
- Monitors deferred annuitants and disabled employees for future retirement benefit eligibility.
- Prepares communication notices and forms.
- Updates and maintains plan documents and summary plan descriptions.
- Writes communications regarding benefit plan changes and coordinates the annual open enrollment process in conjunction with the Human Resources Manager
- Reviews and tracks monthly claims experience for the self-insured health plan, evaluates costs and recommends actions to the HR Manager.
- Oversees the resolution of health claim issues of active and disabled members with the third-party administrator.
- Coordinates life insurance programs including death benefit claims for life insurance, beneficiary benefits and member participation reports.
- Monitors and ensures timely changes to retiree pensions to include end of supplemental annuities, non-taxable to taxable pension payments, and Medicare eligibility health plan transitions and enrollments.
- Monitors changes to and compliance with all federal and state benefit regulations and prepares required notices and reports as needed.
- Develops request for proposals (RFPs) and scopes of work for benefit plans and benefit consultants; reviews and analyzes submitted proposals.
- Implements benefit plan and vendor changes for Life Insurance, Health Insurance TPAs, Stop Loss Insurance and other plan changes as needed.
- Reviews changes in SAP to ensure accurate payroll processing.
- Reviews employee pay changes and transactions for payroll including leave payouts.
- Assists with the assignment of job roles in SAP..
- Processes year-end actions and ensures regulatory data reporting in coordination with accounting staff.
- Prepares reports on key performance indicators and ad hoc reports as needed.
- Assists with reports and supports the annual actuarial valuation for Fairfax Water’s Retirement Plan and other post-employment benefit plans.
- Collects information from employee and retiree files to support accounting staff with the Fairfax Water and Fairfax Water Retirement Plan audits,
- Assists with the review of processes and develops SOPs within the department.
- Prepares effective oral and written presentations and documents as requested.
- Performs ad hoc analysis of benefit plan member participation and enrollments.
- Performs other duties as assigned or required.
Typical Qualifications
- Graduation from college with a four-year degree in business, Human Resources, or a related field. Six years’ experience in a related field such as benefits administration or equivalent combination of education and experience.
- Experience managing a self-funded group health plan.
- Extensive experience administering a large variety of employee benefits and thorough knowledge of federal and state benefit regulations, including retiree health insurance programs and the Health Insurance No Surprises Act.
- Proficiency using Microsoft Office Suite, HRIS and other software applications.
- Excellent verbal and written communication skills, including the ability to write complex memos and letters.
- Ability to effectively communicate benefit information.
- Good listening and analytical skills to accurately define and resolve problems.
- Demonstrated analytical skills to review benefit plan RFPs, costs, and design.
- Demonstrated skills coordinating multiple technical benefit plan projects.
- Must pass a controlled substance (drug) test for employment.
