The Virginia Department of Emergency Management (VDEM) has offered a Continuity of Operation Plan (COOP) worksheet for those localities that have not yet created a COOP.
THIS LINK WAS UPDATED TO AN EXPANDED VERSION OF THE WORKSHEET ON 3/27/2020: You can download the worksheet here >
These plans are encouraged but not required under the Code but are strongly advised; the Code of Virginia addresses these plans in Sec. 44-146.18 B.6.
Please note that while the Code refers to VDEM as providing guidance to localities, the worksheet will have to suffice as that guidance for now – VDEM staff are currently working night-and-day on immediate emergency planning and response. Try instead to work with your local emergency coordinator or work together with a neighboring community if you need to develop your own COOP.
