About the cover:  Creating a learning environment for economically-disadvantaged students, particularly where those students are concentrated in low-income schools, requires good leadership and hard work.  The ability to provide quality leaders, engaged teachers, and additional services requires additional funding and creativity. There will be a high return on investment if the state can improve the education of its economically-challenged students and schools. The story starts on page 14.
